Background
Through the partnership of National Confederation of Cooperatives (“NATCCO”) and Bayan Academy, this engagement’s two-day training aims to equip the participants on the different facets of managing the human resource function, particularly about the performance management system.
Cooperatives are one of the effective instruments for developing socio economic situations of people at the grassroots. To reach this goal, an effective human resources management (“HRM”) becomes one of the most critical elements in running these cooperatives. Big and long-established cooperatives have taken steps in this direction, but smaller cooperatives deserve to be given support in developing their human resources as they continue to grow and expand their services and programs for their members.
HRM has undergone a paradigm shift through the years. It has shifted from personnel management, which is basically concerned with just how people are assigned to operations, to strategic HRM, which focuses on aligning human resources to the strategic goals of the organization. Thus, HRM plays a crucial role both in implementing the operations of the cooperatives, but also in guiding the achievement of the organization’s strategic goals.
Harmoniously related is the Performance Management System. It is a systematic tool or process of identifying, evaluating, and developing the work performance of employees so that the goals and objectives of the company are more effectively achieved.

- Understand the issues and challenges in cooperatives’ HRM
- Define the strategic HR framework
- Understand the eight functions of HRM, and apply these in their work as HR managers
- Understand the performance management system and it’s application to NATCCO
- Suggest suitable measures to improve HR functions in NATCCO
